Prosecutors say former St. Augustine Assistant Police Chief Anthony Cuthbert embezzled $40,000 from police charity

Former St. Augustine Assistant Police Chief Anthony W. Cuthbert allegedly embezzled $40,354 from his former agency’s charity arm, the Police Benevolent Organization, according to prosecutors.

Cuthbert, who was arrested Tuesday in Bunnell, now faces two felony charges: grand theft exceeding $20,000 and an organized scheme to defraud under $50,000.

According to court documents, investigators claim that between January 2020 and December 2025, Cuthbert diverted at least $22,722 in checks and $17,632 in cash deposits from the PBO into his personal bank accounts.

The nonprofit supports law enforcement personnel and their families.

The arrest follows a felony warrant issued by the Circuit Court of St. Johns County on February 3, 2026. Bond was set at $25,000 per charge, and Cuthbert was released Tuesday.

The State Attorney’s Office for the 7th Judicial Circuit began investigating the matter shortly after Cuthbert’s retirement, reviewing multiple years of PBO financial records.

He became treasurer of the PBO in 2003, officials said.

A decorated department veteran, Cuthbert rose through the ranks before retiring last year.
