Jorge Salinas and his wife were both killed in the weekend crash.

Police are still searching for the driver of a 2025 Dodge Durango involved in a deadly hit-and-run crash that killed Flagler County Deputy County Administrator Jorge Salinas, his wife Nancy, and a Deltona motorcyclist on Saturday night.

The crash occurred around 10 p.m. on eastbound Interstate 4 near DeBary Avenue in Volusia County.

Authorities say the Durango changed lanes from the center to the inside lane, cutting in front of a sedan driven by a 47-year-old Deltona woman.

The Durango hit the sedan, sparking a violent chain-reaction crash. A 54-year-old man riding a motorcycle was killed when he was thrown from his vehicle.

The sedan then veered off the road, struck a guardrail, reentered traffic, and crashed into an SUV carrying Jorge and Nancy Salinas, who both died at the scene.

The Flagler County Sheriff’s Office later located the Durango abandoned in a parking lot with damage matching the crash.

The driver remains unidentified.

The Florida Highway Patrol confirmed the investigation is ongoing and asks anyone with information to contact *FHP (*347) or Crimeline at 1-800-423-TIPS.

Salinas, a U.S. Air Force and Puerto Rico Air National Guard veteran, had served as Flagler’s deputy county administrator since 2021.

Local officials, including County Administrator Heidi Petito and Commission Chair Andy Dance, mourned his loss, calling him a trusted leader and dedicated public servant. Vice Chair Leann Pennington described him as admired and deeply missed by colleagues.

The community continues to grieve as the investigation presses on. Authorities urge the public to come forward with any tips that could help bring the driver to justice.

“Jorge was a very strong partner in leading Flagler County,” Petito said in a statement. “I can’t even imagine the depth of his loss to our community or the pain his children and family must feel. He is already missed.”
